The Safeguard American Voter Eligibility (SAVE) Act may sound like a commonsense measure, but beneath the surface, it threatens to make voting harder for millions of eligible Americans. If passed, this legislation would impose new burdens on citizens—especially women who have changed their names, young voters turning 18, naturalized citizens, and many others—by requiring strict documentary proof of citizenship that many Americans simply don’t have ready access to.

5 Ways the SAVE Act Could Undermine American Democracy
Massive Voter Disenfranchisement
The SAVE Act requires voters to present documentary proof of U.S. citizenship—like a passport or birth certificate—to register. Roughly 21.3 million eligible voters do not have immediate access to these documents, putting their right to vote at risk. Source: Brennan Center for Justice
Elimination of Convenient Registration Methods
The bill would gut online, mail-in, and automatic voter registration, requiring in-person submission of documents. These convenient methods are used by tens of millions, especially younger voters, people in rural areas, and those without flexible work schedules.

Disproportionate Impact on Older Voters
Older Americans—especially those born in rural areas or at home—often lack ready access to birth certificates or passports. Many from older generations never needed these documents in their day-to-day lives, and retrieving them now can be costly and time-consuming.

No Evidence of Widespread Noncitizen Voting
The bill is a solution in search of a problem. Extensive studies and audits have found that noncitizen voting is extraordinarily rare, and when it happens, it’s almost always due to honest mistakes.
